New Teen Driver Requirements, Including 6-Hour Course and Real ID Rules, Take Effect July 1

Published On:

For Florida teenagers between the ages of 15 and 17 who are applying for a Class E Learner’s Permit, additional restrictions will take effect on July 1. The Florida Department of Highway Safety and Motor Vehicles (FLHSMV) implemented these modifications with the goal of improving new driver safety and education.

Teens used to be able to take their learner’s permit exam after completing a four-hour Traffic Law and Substance Abuse Education (TLSAE) course. That is still what they must do. Eligible teenagers must now also finish a six-hour driver instruction course and provide REAL ID-compliant documentation, such as proof of address and parental agreement, in order to obtain a learner’s permit. One type of identification with higher security criteria is Real ID. They are issued by the tax collector.)

According to Flagler County Tax Collector Shelly Edmonson, these new regulations guarantee that our youngest drivers receive comprehensive instruction and training before they are allowed to drive. Families can get assistance from our office at any stage of the licensing procedure.

Approved providers listed on flvs.net or flhsmv.gov offer driver education courses. Important exceptions exist. Those who are exempt from these new restrictions include:

own a driver’s license or permit that was issued before July 1, 2025.Are you moving a license from out of state to Florida?having finished the TLSAE course before July 1, 2025 (you had to have been at least 14 years old at that time).
